В статье рассматриваются особенности административно-территориального устройства субъектов Российской Федерации, его правовое понятие и ключевые принципы формирования. Анализируются научные подходы к определению сущности административно-территориального устройства, влияние исторических, экономических, культурных и социальных факторов на формирование территориальной организации субъектов, а также практика Конституционного Суда РФ в регулировании вопросов АТУ и местного самоуправления. Особое внимание уделяется разграничению компетенции субъектов Федерации и органов местного самоуправления, а также проблемам включения новых субъектов в состав Российской Федерации. Сделан вывод о необходимости комплексного подхода к исследованию административно-территориального устройства с учетом динамики централизации и децентрализации власти и обеспечения баланса между автономией субъектов и единством публичной власти.

This article examines the specific features of the administrative-territorial structure of the constituent entities of the Russian Federation, its legal concept, and key principles of formation. It analyzes scientific approaches to defining the essence of administrative-territorial structure, the influence of historical, economic, cultural, and social factors on the formation of the territorial organization of constituent entities, and the practice of the Constitutional Court of the Russian Federation in regulating issues of administrative-territorial structure and local self-government. Particular attention is paid to the delineation of the competencies of constituent entities of the Federation and local governments, as well as the problems of incorporating new constituent entities into the Russian Federation. It concludes that a comprehensive approach to the study of administrative-territorial structure is necessary, taking into account the dynamics of centralization and decentralization of power and ensuring a balance between the autonomy of constituent entities and the unity of public authority.
